George Kelly Barnes ("Machine Gun Kelly") was born in 1895 and died in 1954 of a heart attack while in prison. He was from a wealthy family in Tennessee, didn't do well in college, fell in love and married at nineteen, couldn't support his family, moved on to a life of crime, and changed his name to protect the reputation of his family. He met another woman, who became like a Public Relations Manager for him, creating for him the "Machine Gun Kelly" image, and encouraging him to adopt that role. You can read more about him here.

I wonder why they let him wear his hat in the mug shot. He certainly looks better in it than he does without it (though the photo taken without it shows a profile, and that probably wasn't the best view of him). This person is not admirable in any way at all, but he looks as if he's proud of himself to me. Is that a smirk on his face? I guess it is. I don't know if I can do much more on this drawing, but I might start it over sometime.
